Poland has submitted to the European Commission the forecast fulfilling the obligation under Article 4(3) of Directive 20090/28/EC in the promotion of the use of energy from renewable sources.
The document is very general; it does not determine the planned production of green electricity, not to mention the allocation between particular RES-E technologies. The forecast may be accused of assuming an non-ambitious target for RES energy production in 2020 (exceeding the obligation by less than 0.5%). Bearing the potential and benefits stemming from the development of renewables sources in Poland in mind, it is crucial to incrase the plans for RES in the National Action Plan currently being developed by Ministry for Economy.
It has to be emphasized that the forecasts presented by other EU states are much more ambitious. Below listed are countries that plan to exceed their targets more than Poland:
Spain – 2.7%
Greece – 2%
Sweden – 1,2%
Germany- 0.7%
Comparing the forecast fulfilling the obligations under the Directive with the forecast contained in Appendix no. 2 to the Poland’s Energy Policy until 2030 (the Forecast of the demand for fuels and energy by 2030) it may be noted that the differences in the forecasted values for final RES energy consumption are minute; therefore, it may be assumed that the forecast submitted to Brussels at the end of January is based on that document.
As it stems from the forecast, by 2020 Poland does not need to use foreign renewable energy to fulfil the obligation for its share in final energy consumption (national potential is sufficient to meet the target).
